Andrew Ballin is a fictional character from Highlander: The Series, portrayed by actor Tom Butler. He is an Immortal.

Andrew Ballin was born in Brooklyn, New York, in 1911. He grew up to be a soldier and fought in World War II. He died in 1944 while fighting in Italy, when he was killed in an accident when laying anti-personnel mines. He, then, became an Immortal, meeting his teacher, Gianni Fabiano, who taught him all about being an Immortal.
In the 50s Ballin lived in New York as a policeman under the alias of Andrew Holt. As a policeman he could keep his beheadings under suspicion and keep tabs on suspects of such crimes, that is, other Immortals. In the 60s and 70s Ballin met and begun to live with artist Anne Wheeler. They moved into the fine society of New York and Paris, but when Anne became old, Ballin left her to look for younger women. He did not realize how much Anne loved him and how determined she was not to let him go.
Ballin was watched from 1985 to 1992 by Eugene Carter, who was policeman. During this time, Ballin became Chief of Detectives in Seacouver. In January 1993, Anne Wheeler sought him out. She wanted to have him back and threatened to reveal his immortality to the world. Ballin and Anne got into an argument on a bridge and he threw her over the bridge, killing her.
This occurrence was witnessed by Tessa Noël, who was holding an art show and had met Anne there moments before. She was looking out at a window during their argument, but was called by a colleague and when she looked, Anne had disappeared. Even though she wasn't sure that Anne had really fell, she went to the police to tell what she had seen, not knowing the killer was the Chief of Detectives. Conveniantly, Ballin tried to throw the case out. However, Anne's body washed up on shore and Tessa was brought in as a key witness by the Detective in charge of the investigation, Sgt. Bennett. Ballin decided to pay her a visit, but end up meeting her boyfriend, Duncan MacLeod. Duncan tried to attack him, but he got away. Later on, Ballin tried to kill Tessa by shooting her with a high-power rifle. The police put her in protective custody, taking her to a safehouse. Duncan followed Tessa and the police to the safehouse and sensed the presence of another Immortal: Ballin. Duncan found a bomb outside the house and got everyone outside before the safehouse exploded. Duncan, then, called the Chief and told him to meet him at a certain place. Duncan and Ballin faced off and Duncan defeated Ballin, taking his head and receiving his Quickening. Ballin was soon pinpointed to the murder of Anne Wheeler as DNA evidence proved him the killer. His murderer, according to the police, was never found.
