In the Axis of Time trilogy by John Birmingham, Admiral Phillip Kolhammer, USN is the Commander of UNPROFLEET, an American-led Multinational Taskforce built around the George Bush-Class Supercarrier USS Hilary Clinton (he became Acting Commander of this ship when her captain died during the course of the first novel), authorised by United Nations Security Council Resolution 3312. He was born in 1969.

When the Taskforce was sent back in time to World War II, Admiral Kolhammer is in charge of talking to the 'temps', that is, the 1942 personnel. President Roosevelt forces a bill through Congress, creating a Special Administrative Zone (California), in California's San Fernando Valley, and Admiral Kolhammer is made the Commandant of the Special Administrative Zone, in which the citizens are Subject to the laws of the United States of America, and her Uniform Code of Military Justice, exactly as they existed on the morning of 15 January 2021 - p.22, Designated Targets, John Birmingham, 2005

Admiral Kolhammer is assisted in the Zone by his Deputy Commandant, Lt. Colonel Guisti.
