where is the evidence AB suffered as a result of the quota system?

The information about de Villiers suffering as a result of the "enforced quota system" still seems like opinion to me. There could be a multitude of reasons why de Villiers doesn't have a regular place in the South African cricket team. Does anyone have any verifiable proof of this claim?
