Hi -- if you made the file and want to put it on Wikipedia, the easiest way is to while uploading it select something like "GFDL (self-made)" or "You created this yourself and release it to the public domain" under licensing. In doing so, you will release it for public use. You are also free to release the image(s) under a "fair use" license, but free images are always preferred on the site (that is, they are at less risk of deletion).
