A good question.The fact that the webpage does not exist beyond an "underconstruction sign" makes it hard to write an encyclopedia article about it. :} As you said, there are millions of webpages. Generally, for inclusion in an encyclopedia, a subject must be something people would want to look up.

One way of determning notability for a web page is Google hits- ususally thousands of hits augers well. Fewer than that augers badly. Wikipedia cannot include every subject of promise or high aim. Also, an encyclopedia cannot judg the merits of an article based on intetntions- many subjects of wikipedia articles had very bad itentions. Hope this helps.
