The Third United States Congress was a meeting of the United States national legislature, comprised of the United States Senate and the United States House of Representatives. It met at Congress Hall in Philadelphia, Pennsylvania from March 4, 1793 to March 3, 1795, during the first two years of the second administration of U.S. President George Washington.
The apportionment of seats in this House of Representatives was based on the First Census of the United States in 1790. The Senate had a Pro-Administration majority, and the House had an Anti-Administration majority.

At this time members of the Senate were elected by the legislatures every two years, with one-third beginning new six year terms with each Congress. The members of the House of Representatives were elected by popular vote. There were no political parties in this Congress. Members are informally grouped into factions of similar interest, based on an analysis of their voting record. [1]
