Banning that IP address will do nothing as it is a public, free-to-use computer in a public school. Hundreds, possibly even thousands, of people have used used that computer. Obviously, Wikipedia is a main source of information for the students at the school. The particular computer, belonging to Melbourne High School, is in a room with many other computers just like it.
While I cannot justify the actions which have been performed by people using the computer, I'm just noting that banning the offending IP address is going to do very little in the way of punishment.
