The original seven applicant cities for the right to host the 2014 Winter Olympics were:
- Sochi, Russia
- Salzburg, Austria
- Jaca, Spain
- Almaty, Kazakhstan
- PyeongChang, South Korea
- Sofia, Bulgaria
- Borjomi, Georgia
On June 22, 2006, the Executive Board of the International Olympic Committee selected three candidate cities among the seven applicants.
The three selected candidates are expected to deliver to the IOC their Candidature File (known as bid books) in January 2007. From February to April 2007, an ad-hoc committee will perform visits to the candidates and prepare an evaluation report which will be released one month before the election.
The election will take place in Guatemala City during the 119th Session of the IOC, along the usual rule of elimination of one city at each round of vote.

Each cell of the table provides a minimum and a maximum figure obtained by the applicant city on the specific criteria. These figures are to be compared to a benchmark which has been set at 6.
