The history committee exists to impose binding solutions to pertaining to history topics on Wikipedia.
All users are Wikipedia editors. Most policies and guidelines are thus enforced by individual users editing pages, and discussing matters with each other. Active participants make copyedits and corrections to the content and format problems they see. So the participants are both writers and editors. However, some policies are also enforced by the History Committee, which may make a rulings to enforce policies and guidelines, and organize and manage contributions concerning history articles.
The history committee is an alternative to the final step in the dispute resolution process - it is to be turned to when all else has failed in disputes pertaining to history topics. Other steps, including discussion between users and, where appropriate, mediation, should be tried first. The arbitration committee exists to deal with only the most serious disputes and cases of rule-breaking.
Earlier, only the Wikipedia:Arbitration Committee and/or Jimbo Wales dealt with serious disputes pertaining to all topics. With the establishment of this committee, this role can also be passed to the history committee.
This role transference is not yet complete, and the way in which the committee will work is not yet fully decided. However, an interim process is in place to deal with pressing issues.
