This IP is at UF in Gainesville Florida. Why should I (a good faith editor) be blocked from editing just becuase someone else is a fool? I know that there is a way to make it so that accounst can edit but IP's cant could that happen here?

This IP hasn't been directly blocked. It has been caught in an autoblock. Therefore you need to do one of the following:

1. If you are already a registered user with an account (and here's why you should get one), log in to that account, attempt an edit and then copy and paste the message you get to your userpage. Put {{unblock|See autoblock details}} on the page as well. You'll be unblocked shortly.
2. If you are wishing to edit semi-anonymously using this IP address (see here for why this is actually less anonymous) then you need to post the message you get when editing to this page, along with {{unblock|See autoblock details}}.
